There was a tube between the two side tanks to balance the water on the locomotive as well as enabling the locomotive to be filled from one side. Whilst the fireman would 'put the bag in the hole' (place the rubberised canvas tube into the tank) as well as keep an eye on the water level, the driver would stand besides the water column ready to turn the valve off to stop the water.
