The description 'upper' or 'lower' quadrant semaphore signal refers to the direction of travel of the signal arm. Upper quadrant signals were raised from the horizontal or 'danger' position to indicate to the train crew that they could proceed whereas 'lower' quadrant signals were lowered from the horizontal position. Initially most railway companies operated lower quadrant signals but following an accident where snow prevented the lower quadrant signal to be raised most companies migrated to using 'upper' quadrant signals. The exception to this rule was the Great Western Railway which continued to use lower quadrant signals.
