The wooden body open wagons bear the legend 'E' 'D', indicating that they are for the use of the Engineering Department. The old ballast would have been removed by hand shovel and thrown into an empty wagon whilst the new ballast would have been brought in by similar wagons and shovelled out on to the ground as seen centre left in the foreground. It would appear that an 0-6-0 locomotive is attached to a six-wheel coach being used as a mess hut and for storing tools and equipment.
