As can be seen in this image, traffic leaving the factory (from the siding behind the photographer and as seen in image 'mrcad672') via the line on the right can be marshalled directly on the exchange sidings and not run over the weighbridge line which forks to the left. Its unlikely that the weighbridge was being used to weigh Cadbury's own products. It was much more likely that the wagons carrying raw ingredients or coal would be weighed - both arriving and departing.
