The tank is probably used to store fuel for the depot itself rather than for the diesel shunters allocated to Saltley as the pipe work appears to enter the building through one of the windows. The practice of painting the bottom of the wall white would have been a safety measure probably initiated during the blackout during the Second World War to provide shed staff with their bearings during the night.
